Dallas County and Kaizen Development Partners selected Corgan to design the East Dallas Government Center, a 39,000-SF facility in Pleasant Grove. Next to the Prairie Creek Branch Library and bordered by Prairie Creek to the north, the project represents a significant public investment in a historically underserved neighborhood. The new facility brings multiple Dallas County services together under one roof, including a Justice of the Peace court, a County Commissioner’s office, and a Constable’s office. Inspired by the surrounding neighborhood, diverse in both culture and character, the building is scaled to fit naturally within its context and was conceived to be both approachable and welcoming to the public.

Materials reflect function

 

The building’s exterior expresses the nature of the spaces within. Public areas are open and transparent, enclosed in glass that frames the main entry. As functions require greater security, the façade becomes more solid, shifting from glass to limestone, fiber cement, and composite metal panels. Limestone extends from exterior to interior as a symbol of permanence and stability, while wood-look soffits at the main entries soften scale and bring warmth to the pedestrian experience.

The interior spaces are designed for clarity and durability. A transparent public lobby welcomes visitors, defined by fritted glass and a monumental stair that links both levels in a bright, daylit space. In addition to the lobby and waiting spaces, public areas include intuitive wayfinding, a business center, and a flexible training room for community programs. Staff areas support both efficiency and well-being, with offices and an exercise space for employees. Secure functions are separated from public zones, ensuring privacy while preserving accessibility. Natural materials and resilient finishes create spaces that are professional, welcoming, and built to last.

 

Net-Zero Design

Dallas County’s commitment to sustainability shaped the project from the very beginning. Led by Corgan’s in-house sustainability them, Echo, the building is designed to achieve LEED certification and operate at net-zero energy, powered by a rooftop solar array expected to meet 100% of its demand, the first County facility to reach this milestone. Photovoltaic canopies and EV charging stations extend the renewable energy infrastructure across the site, reinforcing Dallas County’s investment in long-term environmental stewardship.

Additionally, the landscape design emphasized native and drought-tolerant species, minimizing irrigated or manicured areas to reduce long-term maintenance costs.

Construction is underway, with completion anticipated in summer 2026.
